Refusing what is optional
Only audience measurement is optional, and it is off until you accept it: the Google Analytics script is not loaded at all before you agree, not even to send a first anonymous ping. The banner that asks you appears on your first visit. If you refuse, we remember the refusal so we do not ask again — that is the one thing we store as a result of you saying no.
Why some entries cannot be refused
The remaining entries do not track you. They remember your language, your theme, whether a menu is folded, and — for photographers only — that you are signed in. Without them the site cannot do what you just asked it to do, so there is nothing meaningful to consent to.
